POLICY ON OLDER PEOPLE IN VIETNAM REALITY AND ORIENTATION

    REALITY AND ORIENTATION

    I/ INTRODUCTION
    Although Vietnam is a country with more young population than many
    others countries in over the world and in the South-East Asia Region, nowadays the
    Vietnamese population orients to the ageing.
    Following the statistical data, in 2008, Vietnam has about 7.94 million
    elderly people (over 60s), occupant 9,45% of total population. As estimated, this
    number will reach to 13.6 million in 2025 and 23.5 million in 2050.
    There is 72 % elderly people live in rural areas and 28% lives in urban
    areas. 79% among them live together with their family, the others live
    independently.
    Respect for elderly people is the Nation’s fine traditions, thanking for the
    living experiences and the distribution of elderly to family and to society.
    After transferring to the market economy, many elements influence
    positively or negatively to elderly, therefore, the State has a lot of policies in order
    to improve their role and support to elderly living under difficulties.
    II/ CURRENT POLICY FRAME AND EFFECT
    1. Judicial frame: The Ordinance on elderly people was adopted in 2000
    and provides for supporting and caring for elderly people by family, the State and
    Social organizations. The Ordinance also provides the responsibility of family and
    society in promoting the older people’s role, including the establishment and the
    activities of Vietnam Association of Elderly.
    2. Vietnam actively participates on international judicial documents, Madrid
    International action programme on elderly.

  • 3. Vietnam sets up the Nation’s Action Programme on elderly in period of
    2005-2010 with detail target and activities. Ministries, ministerial level agencies
    and agencies attached to the government shall build up their action Programme &
    Plan, policies on elderly people are improved day by day.
    4. Beside the investment capital of the Government, Vietnam mobilizes the
    international and society’s contribution in order to make the resources and services
    promoting the older people.
    5. The policy promotes the understanding, capacity and financial potentiality
    of the older people.
    Effect of these policies
    Laws documents have made the judicial frame that effect to the social sense
    and care for older people, especially in the situation affected by the economic
    market.
    The social security policies takes part in satisfying some basic demands of
    older people and their family when they meet the difficulties in life. A poor and sick
    elderly person is supported by free medical examination and treatment. Many
    people among them are supported of housing and free-nutrition at social relief
    establishments.
    The policies on improving the older people’s role in family and in society
    promote the older people’s capacity in teaching their audiences and maintaining
    family’s fine value, business production, activites maintaining the health and
    psychological conditions for older people.
    The policy on mobilizing the international and society’s distribution gives
    the implementary important technical and financial resources to realize objects
    related to elderly people in Vietnam.
    III/ NOTED PROBLEMS AND ORIENTATION OF DEVELOPMENT
    1. Noted problems:
    Support regulations concerning beneficiary of social protection are
    low (about only $8, 00/month) because the demands are big and Nation’s
    budget is limited.
    Covering level of these policies and the number of beneficiary are low.

  • Age of beneficiary is high: aged 85s in case of non-pension or non-
    welfare.
    Policies system is not totally consistent.
    Missing the variety of services, especially urban areas, highland and
    poor areas.
    Law enforcement is limited because of missing the high-skill human
    resources in the service industry.
    2. Orientation of development:
    Construction of law on elderly people. This law provides for support
    of and care for, as well as the promotion of, the role of elderly people by
    families, the State and society.
    Improving the social security policy to ensure the older people’s life.
    Increasing the monthly welfare for beneficiary and decrease the age of
    beneficiary to 80s, support for housing construction for poor people or for
    people with non-solid housing.
    Increasing the investment from Nation’s budget in realizing the objects
    concerning caring health, psychological & cultural activity for elderly
    people.
    Enlarging the policies on promoting the elderly people to build up the
    business, production and social services.
    Improving the service system and force the capacity of officers who
    supply services in social service system.
    Realizing the research on making basic data, forecast serving for
    determining policies on elderly people.
